Request for Proposals (RFP) Services to Develop a Master Plan for Elysian Park - City of Los Angeles

A non-mandatory technical review meeting will be held on July 30, 2025 at 11:00 a.m. via Zoom.

Project Overview:

The City of Los Angeles (CITY), Department of Recreation and Parks (RAP), is seeking proposals for comprehensive master planning and design consulting services to develop a Master Plan for Elysian Park. RAP is looking to engage a qualified team to provide a full range of disciplines and consulting services for this project. The successful Proposer will be responsible for managing the entire project and subcontractors.

The total contract amount will not exceed $1,500,000, with a performance period of up to 36 months from the date of issuance of the Notice to Proceed (NTP). Interim milestone deliverables will be established, with the goal of developing a Draft Master Plan within 12 months and a Final Master Plan within 24 months.

Master Plan Scope:

The Master Plan will include the following key components:

  1. Plan Development: New or renovated park amenities based on community feedback, focusing on security, lighting, sustainability, and program improvements.

  2. Survey and Inventory: Survey land ownership, land uses, landscape features, and inventory of art, signage, and user groups.

  3. Circulation Improvements: Enhance circulation, including trail networks, pedestrian access, ADA compliance, and parking.

  4. Facility Management: Explore agreements for managing use and programming in existing and planned facilities.

  5. Impact Analysis: Evaluate the impact of nearby developments on park operations, maintenance, and access.

  6. Environmental Review: Conduct an environmental review of proposed projects’ construction and remediation impacts.

Proposers must provide a team capable of offering the following services:

  6. Landscape Architecture

  7. Traffic Engineering

  8. Active and Passive Recreation Facility Planning and Design

  9. Expert Meeting Facilitation

  10. Community Engagement and Public Relations

  11. Language Translation (English to Spanish, English to Chinese)

  12. Familiarity with City of Los Angeles Neighborhood Councils and Community Groups

  13. Project Website Development and Maintenance

  14. Architecture

  15. Structural, Mechanical, Electrical Engineering

  16. Geotechnical Engineering

  17. Cost Estimating

  18. Sustainability Consulting (Envision)

  19. Project Phasing, Scheduling, and Construction Sequencing

  20. CEQA and NEPA Environmental Review

  21. Expertise in Assembling Comprehensive Master Plan Documents

Business Inclusion Program (BIP) Requirements:

The City of Los Angeles encourages participation from Minority Business Enterprises (MBE), Women Business Enterprises (WBE), Small Business Enterprises (SBE), Emerging Business Enterprises (EBE), Disabled Veteran Business Enterprises (DVBE), and other business enterprises (OBE). Proposers must assist the City in maximizing this participation through the Business Inclusion Program (BIP).

The following participation levels are required for this project:

  • MBE: 18%

  • WBE: 4%

  • SBE: 25%

  • EBE: 8%

  • DVBE: 3%

Firms must be certified with agencies accepted by the City. Please note that firms can be counted in all eligible certification categories, but only one certification (either MBE or WBE) can be counted.
